The Secretary of the Army may use up to $5,000,000 in any one fiscal year from funds appropriated before or after March 2, 1945 to improve rivers and harbors. The money can pay to remove snags, blockages, and other debris in or next to federal channels and to protect, clear, or straighten channels in navigable harbors, streams, and their tributaries if the Chief of Engineers decides the work will help navigation, flood control, ecosystem restoration, or recreation.
