The Secretary must work with the Coast Guard, the U.S. Geological Survey, NOAA, and the National Weather Service to make Mississippi River forecasting better. That means adding automated river gages, fixing existing automated and manual gages, replacing manual gages with automated ones when needed, building more sedimentation ranges, and putting more AIS ship‑tracking base stations at gage sites. The Secretary must focus first on stretches of the river where better information will most help keep navigation open. Within 1 year after June 10, 2014, the Secretary must send a report to Congress and make it available to the public about what was done.
