Title 33 › Chapter 14— CALIFORNIA DEBRIS COMMISSION › § 664
The commission must create and adopt plans based on surveys done before March 1, 1893 and any extra surveys it needs. The plans must improve river navigation, deepen channels, and protect banks. They must stop damage and encroachment from mining debris, erosion, or other causes. The goal is to restore navigation as nearly as practical to the 1860 condition and to allow hydraulic mining (as defined by the State) only if it will not harm navigation or nearby land.
