Title 33 › Chapter 14— CALIFORNIA DEBRIS COMMISSION › § 673
If a majority of the commission agrees within thirty days for the petitioner, the commission must issue an order saying exactly how the mines are to be worked. The order can require restraining or impounding works or settling reservoirs (what to build, how, of what material, and where) and other safeguards to protect navigable rivers and nearby land and to follow the chapter’s rules. The owner or owners must pay all costs to comply. If the commission finds hydraulic mining can be done without harm, it may allow mining without those works; then a license is issued and no taxes on the gross proceeds under this chapter are collected.
