Title 33 › Chapter 15— FLOOD CONTROL › § 701a
The federal government should work with states and local governments to prevent and control destructive floods on rivers, streams, and their watersheds. Floods can kill people, damage property, wash away land, and block navigation, highways, railroads, and interstate commerce. Studying and improving rivers, waterways, and watersheds for flood control is for the public good. The federal government should build or help pay for these projects when the expected benefits are greater than the estimated costs and when people’s lives or social security are otherwise harmed.
