Title 33 › Chapter 15— FLOOD CONTROL › § 701m
When the money Congress approved for a project isn’t enough to finish the planned work, the Chief of Engineers can plan and spend money to get the project ready. This can include buying land and rights, adjusting roads, railroads, and utilities, removing towns, cemeteries, and homes from reservoir sites, and building foundations. The Chief can also make a dam or other work smaller so a useful part can be completed. The smaller structure must be placed so it can be enlarged later to allow full use of the site for flood control, navigation, reclamation, hydroelectric power, and pollution abatement.
