Land already bought, or that will be bought, for the Bonnet Carre Spillway and Floodway does not have to be given for free to state or local governments. The Secretary of the Army can give people, companies, railroads, states, or public agencies rights or permits to use those lands for crossings (rail, road, phone, telegraph, pipeline) and other uses. He can set rules to protect the public and make the permissions permanent or temporary.
