The Secretary of Commerce can make agreements and take money from state or local governments, federal agencies, organizations, or individuals to do surveys, investigations, mapping (including special-purpose maps), and to publish the results. The Secretary decides the terms of those agreements, including how much money is paid, and NOAA may pay part of its costs (like ship time and staff) that match the benefits NOAA gets from the agreement.
