Provides money for the Administrator for mapping, surveying, and related work. It authorizes $71,000,000 for each fiscal year 2023 through 2028 for nautical mapping and charting (not including hydrographic surveys); $34,000,000 each year 2023 through 2028 for contracting hydrographic surveys, including leasing or time-chartering vessels; $38,000,000 each year 2023 through 2028 to operate U.S.-owned hydrographic survey vessels run by the Administration; $45,000,000 each year 2023 through 2028 for geodetic work; $35,000,000 each year 2023 through 2028 for tide and current measurements; and $75,000,000 to buy a replacement hydrographic survey vessel that can stay at sea continuously for at least 30 days. Of the yearly amounts, $10,000,000 each fiscal year is for use in the Arctic for hydrographic data, hydrographic services, coastal change analysis, better coastal-change management, and to reduce risks to subsistence and coastal communities from increased international ship traffic. Another $2,000,000 each fiscal year is for Arctic hydrographic data and services to help define the United States extended Continental Shelf. For contract hydrographic surveys, no more than 5 percent of the yearly funds may be used for administrative costs to manage those contracts.
