Creates a Community Capacity Development Office inside the Department of Justice. A Director, chosen by the Attorney General, leads it and must follow the Attorney General’s direction. That direction can only be passed to the Assistant Attorney General and not further passed on. The Office must train current and future participants in the programs listed in section 10103(b) so they understand the rules and procedures. All DOJ work like this done before January 5, 2006 moved into the Office, but grant-making offices can still offer specialized training in their areas. The Director will work with other DOJ leaders to coordinate public and private efforts, give information, training, and technical help, support task forces and program reviews, and help evaluate neighborhood and community law-enforcement approaches with the National Institute of Justice. Training is usually regional for groups, but remedial training can be local for one participant if recommended. The Director must find successful grants, learn what made them work, and include those lessons in training. No more than 3 percent of yearly funding for the programs in section 10103(b) must be set aside for this Office’s activities.
