The Director must run programs and give money and technical help to eligible States, local governments, and nonprofits under subchapters V and XIII. The Director must create programs under part B of subchapter V, announce them publicly, and award funds and help under the rules of part B. The Director must work with and help state and local criminal justice agencies, other public and private groups, and international agencies. The Director must build training and technical-assistance programs and encourage local participation. The Director must push States and localities to focus resources on reducing drug abuse and crime and on catching and prosecuting drug offenders. The Director must keep a continuing cooperative program so Bureau decisions match State and local drug control and criminal justice priorities. The Director must prepare recommendations on the State and local drug enforcement part of the National Drug Control Strategy, after reviewing statewide plans submitted under subchapter V and getting input from State and local drug enforcement officials, and send those recommendations to the Associate Director of the Office on National Drug Control Policy in the form and at the time that the Director of National Drug Control Policy requires. The Director must also carry out any other powers given by this chapter or delegated by the Attorney General or Assistant Attorney General.
