The Attorney General must set aside up to $20,000,000 each year for the National Institute of Justice to help local governments find, build, update, and buy new police technologies. Out of that amount, $1,000,000 must go to the Bureau of Justice Statistics to collect needed data. The Attorney General must also set aside up to $20,000,000 to give to states and local governments for antiterrorism training. The Attorney General may also hold back up to 5 percent of the yearly funds to award to one or more states or local governments for purposes listed in section 10152, if it is needed to respond to sudden large increases in crime or to prevent or fix serious harm caused by the funding formula in section 10156.
