Require the National Institute of Justice to work with the Bureau of Justice Assistance to make simple rules that help state and local governments evaluate their programs. The Institute must also do a reasonable number of full evaluations of programs paid for under sections 10156 (formula grants) and 10171 (discretionary grants). When picking programs to review, the Institute should look at whether a program is new or creative, how much it costs and how many similar ones exist under section 10156, whether it can be copied elsewhere, and whether the public is involved. Routine audits and monitoring of local programs are the Bureau of Justice Assistance’s job. The Institute’s director must report each year to the President, the Attorney General, and Congress about the evaluations and research done.
