The Bureau must quickly try to get the records and facts it needs to decide a benefit claim under this subchapter, including claims for financial help under part B. If the Bureau cannot decide a claim because needed records come from an outside source (like a government agency) and the claimant cannot get them, the Bureau can use investigative tools, including subpoenas, to get or speed up those records. The Bureau cannot drop the claim unless it has used those tools to try to obtain the information it needs.
