Federal money given under this part must add to what States, local governments, or Indian tribal governments already spend. It cannot be used to replace those local or Bureau of Indian Affairs funds. Assets from the Assets Forfeiture equitable sharing program, and money Congress gives to tribal law enforcement or the Bureau of Indian Affairs, may be used to cover the non‑Federal share (the local part) of projects paid under this part. Grants to hire or rehire a career law enforcement officer cannot pay more than $75,000 per officer unless the Attorney General allows more. A "covered applicant" is a grant seeker for hiring who runs an agency below its budgeted strength. "Budgeted strength" means the maximum number of sworn officers the agency’s budget allows. The Attorney General must, within 180 days after May 24, 2024, write consistent procedures and guidance saying covered applicants stay eligible, let them confirm they are not using the grant to replace local funds, and cut down on paperwork.
