The Attorney General must create rules that say when a State or a specially qualified local government getting money under section 10404 must tell the Attorney General how it plans to use those funds. The rules must also require the State or local government to set up and meet with an advisory board that recommends a coordinated enforcement plan for using the money. The board should include, if appropriate, people from up to nine kinds of groups: the police, sheriff’s office, prosecutors, juvenile court, probation office, schools, social services, nonprofit victim-advocacy groups, and other nonprofit, religious, or community groups.
