Defines key words used in these rules. "Unit of local government" means a county, township, city, or similar local unit as counted by the Secretary of Commerce; it also includes law enforcement or judicial enforcement districts set up under state law that can make a budget and raise money on their own; and it includes the District of Columbia and the governing body of an Indian tribe or Alaskan Native village that performs major government functions. "Specially qualified unit" is a local unit that can get funds only under section 10404(e). "State" means any U.S. State, the District of Columbia, Puerto Rico, and the territories (Virgin Islands, American Samoa, Guam, Northern Mariana Islands); those four territories count together as one "partial State," and for section 10404(a) money for a partial State is split by its share of the partial States' population. "Juvenile" means someone 17 years old or younger. "Juvenile justice expenditures" are spending for the juvenile justice system, including activities in section 10401(b) and other prosecutorial, court, and correction activities reported to the Census Bureau for the fiscal year before the year a decision is made under this subchapter. "Part 1 violent crimes" means murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assault as reported to the FBI for the Uniform Crime Reports.
