The Director of the National Institute of Corrections must set up and run a national training center, after talking with experts in community-based drug rehab. The center will train Federal, State, and local prison and jail staff to run drug rehabilitation programs for people convicted of drug crimes and for drug-dependent inmates. Training includes correctional officers, administrators, and mental health staff, including subcontracted agency personnel. The Director must design and build the center’s facilities. Congress authorized up to $4,000,000 for each of fiscal years 1989, 1990, and 1991 for start-up, operations, curriculum, and staff costs, and up to $10,000,000 for each of fiscal years 1989, 1990, and 1991 for design and construction.
