States, tribal, and local governments must pay the full out-of-pocket cost of forensic medical exams for sexual assault victims and must work with local health providers to tell victims these exams are available free. "Pay the full cost" means the government gives the exam free to the victim or arranges for it to be free. Federal grant money can be used to pay for exams by trained examiners, but not to pay for exams if a government requires victims to seek reimbursement from their insurance. These rules apply whether or not the victim cooperates with police. Governments have 3 years from when the law was passed to meet these rules. Money taken away from noncomplying governments is given to other governments pro rata. States and local governments must also either certify that their court systems tell domestic violence offenders about the federal gun-possession rules in 18 U.S.C. 922(g)(8) and (g)(9) and related laws, or promise the Attorney General they will comply by the later of the end of the next state legislative session or 2 years. Funds withheld for failing this requirement are reallocated pro rata to others.
