To get grant money, the head of a prosecutor’s office must tell the State, Indian Tribal government, or territorial government receiving the grant that, for the 3-year period beginning on the grant award date, the office will plan, develop, and put into practice certain victim-centered changes. They must provide expert-led training on victim-centered responses for domestic violence, sexual assault, dating violence, and stalking. They must write and use policies that support that victim-centered approach. They must create a protocol of alternative practices to material witness petitions and bench warrants and try those alternatives first before using petitions or warrants to get victim-witness testimony in the investigation, prosecution, and trial of those crimes, to prevent further victimization and trauma to the victim.
