The top official of a State, local government, or Indian tribe must apply to either the COPS Director or the BJA Director, depending on the grant. The application must explain in detail how the grant money will be used and how the activities will meet the program’s goals. It must say the plan was made after talking with people beyond law enforcement (for example, school violence researchers, licensed mental health professionals, social workers, teachers, principals, and other school staff) so the work fits a full approach to preventing school violence and is tailored to each school’s needs. The applicant must agree to keep and report program and financial records the Director reasonably requires, and must include a signed certification in a form the Director accepts that the programs meet the law’s requirements, the application is accurate, and the applicant will follow this law and other federal laws. The COPS Director and the BJA Director must issue rules explaining what to include and what applicants must meet no later than 90 days after March 23, 2018.
