The Attorney General can give grants to state governments, local governments, U.S. territories, nonprofits, and Indian Tribes. The money can be used to create, run, and expand family-focused, clinically appropriate substance-abuse treatment programs as an alternative to jail for parents who committed nonviolent drug offenses, and to provide prison-based family treatment for incarcerated parents who have minor children or who are pregnant.
