Defines three key terms used in this part. A "nonviolent parent drug offender" is someone who is pregnant or is a parent of a child under 18 and who has been convicted of a nonviolent drug or drug-related felony. A "nonviolent offense" is a crime that does not involve using or trying to use physical force or threaten force, and is not a felony that by its nature creates a big risk of force. A "prison-based family treatment program" is a program inside a jail or prison for incarcerated parents or pregnant women that provides help like substance abuse treatment, child and family services, health and mental-health care, parenting and early childhood programs, and job or education training.
