The Attorney General must work with the Secretary of Health and Human Services and other appropriate officials to carry out this law. The Attorney General may use any part of the Department of Justice and may create rules and guidance needed to run the program. A grant application must include a long-term strategy and detailed plan that coordinates with state and local prosecutors when participants don’t follow the rules; explain why federal money is needed; promise the federal funds will add to, not replace, state, tribal, or local funding; identify related government or community efforts; confirm consultation and coordination with affected agencies; show offenders will be supervised by one or more judges; describe how the program will continue after federal funding ends; and explain how the program will be evaluated.
