To get a grant under this law, the chief executive officer of a State, unit of local government, or Indian tribe must apply to the Attorney General when and in the form the Attorney General requires. The application must promise that federal money will not replace State, local, or tribal money but will add to the funds that would otherwise be used for the activities in section 10701(a). It must also promise to keep and report program and financial records each fiscal year as the Attorney General reasonably requires. The application must include a signed certification (in a form the Attorney General accepts) by the chief executive officer or another authorized official saying the proposed activities follow this law, the application information is correct, there was proper coordination with affected agencies, and the applicant will comply with this law and other federal laws. The applicant must also agree to work with the Drug Enforcement Administration to develop a coordinated strategy to address opioid abuse.
