Even if other laws say something different, when more than one federal agency gives money for a juvenile delinquency program, the Administrator can ask one of those agencies to manage all the funds if the program is found to be especially effective or to have an exceptional need. The Administrator can set one combined non‑Federal share (the portion that must come from non‑federal sources) based on each agency’s share of the money. The Administrator can also require agencies to drop small technical grant or contract rules that conflict with the rules of the agency running the program or that the managing agency does not require.
