The Administrator must run training and help programs for people who work with youth in the justice system. That includes training staff in juvenile justice, law enforcement, courts, corrections, schools, and related services. The Administrator can give grants or hire groups to provide that training. States must get regular training on core rules, current practices, and how to use Office resources about programs that work. The Administrator must also offer technical help so agencies follow the rules, run funded programs, and try pilot projects—like testing ways to keep youth out of sight and sound of adults in facilities. The Administrator must help states form partnerships with universities to recruit, train, and keep professionals in medicine, law enforcement, courts, juvenile justice, social work, education, and similar fields. The Administrator must provide special training for mental health and law enforcement staff on models for status offenders and youth placed in secure or nonsecure settings. The Administrator will share best practices for juvenile defense and for treating status offenders to reduce reoffending, and will give technical help if a State asks. Training will also focus on improving conditions in juvenile confinement, reducing isolation and harsh restraints, using positive youth development methods, and guiding decision-makers (intake staff, probation, judges, prosecutors, defense, and families) about placements for youth with mental health or substance abuse needs. The Attorney General, through OJJDP and OJP, will also provide training to improve courts and meet these requirements. The Attorney General and Agriculture Secretary will give guidance on school lunch reimbursement options for incarcerated youth eligible for free or reduced meals.
