The Secretary can give grants to states, local governments, private groups, or partnerships to do research, tests, demonstrations, and services about runaway and homeless youth. The purpose is to learn more and make services better for these young people. When picking projects, the Secretary must favor work in ten areas, including help for youth who keep leaving home, transportation tied to services, needs in rural areas, host‑family programs, staff training on sexual abuse and trafficking and how to help victims, new ways to support centers, HIV prevention and treatment training, better access to health care (including mental health), improved access to education and job training to reduce dropouts and boost diplomas and postsecondary placement, and programs that help youth get and keep safe, stable housing with ongoing supports. The Secretary must also give priority to applicants with experience serving these youth and make sure chosen projects cover different U.S. regions and diverse youth populations.
