The Secretary can make cooperative leases with states, local governments, and nonprofit groups so they can use surplus federal buildings that GSA gave to HHS as runaway and homeless youth centers or transitional living youth shelters. To get a lease, an applicant must show it has enough money to run the project, can prove it has the program experience needed to operate it properly (even if it does not have a grant), and has talked to and gotten approval from the local chief executive. Each facility must be leased for at least 2 years, and no rent or fee can be charged. Any building changes or additions become owned by the United States and may be made only after getting written permission from the Secretary or another proper HHS official.
