The Administrator must each year set research, demonstration, and service priorities and use merit-based rules for giving grants and contracts under this part. No grant or contract over $50,000 may be made unless the recipient is chosen through a competitive process that includes a public notice, the selection criteria, and an explanation of how to apply and how applications will be reviewed. Multiple awards in one year to the same recipient for the same general purpose count as one award; separate activities count separately.
