The Attorney General must pay each State that qualifies under section 1252(j) of title 8 the amount that that section says, if the State did not already get that payment for the same fiscal year. Money may be taken from amounts allowed under section 12108 to make these payments. When added to funds already for section 1252(j) of title 8, the total must equal $500,000,000 for fiscal year 1996 and must not be more than $650,000,000 for each fiscal year 1997 through 2000. The money must be set aside and combined with the other funds for section 1252(j). By May 15, 1999, the Attorney General must send Congress a report with a recommendation about extending the program.
