The Director of the National Institute of Corrections must set up a task force if funding is available. It must include federal, state, and local prison construction officials and at least an equal number of private engineers, architects, and construction experts who know prison design and cost-cutting materials and techniques. The task force must work closely with state and local prison builders. It must create and recommend standard prison plans, study and recommend new building methods and materials, share its reports and hold meetings, promote cost-saving efforts, evaluate and report on results, and certify savings when feasible.
