Creates an Ounce of Prevention Council made up of top federal officials: the Attorney General; the Secretaries of Education, Health and Human Services, Housing and Urban Development, Labor, Agriculture, the Treasury, and the Interior; and the Director of the Office of National Drug Control Policy. The President can add other officials and must pick one Council member to be Chair. The Council can hire staff and assign duties to one or more members. The Chair can coordinate programs under the Violent Crime Control and Law Enforcement Act of 1994, but only if the Cabinet member in charge of that program asks. The Council must do coordinated planning; make a complete catalogue of crime-prevention programs; help communities and community groups find and use programs and services; and develop ways to combine programs and simplify grants. The Council can audit how grantees spend funds for programs it runs or coordinates. After consulting the Council, the Chair can also issue rules and guidelines to carry out these programs.
