The Attorney General can give grants to up to 15 high-crime communities to create model prevention programs. Programs must use many community resources (nonprofits, police, and state or federal agencies, including schools), address conditions that lead to crime, and offer lasting alternatives. Grants must favor ideas that are new, vary so models can be compared, and link with other federal programs. They may consult the Ounce of Prevention Council.
