Defines three key terms used in this part. "Chief local elected official" is the official chosen under rules the Attorney General makes to make sure funds and projects are run efficiently and with accountability. "Chronic high intensity crime area" is an area the Attorney General defines that has consistently high violent crime in the FBI’s Uniform Crime Reports and chronically high poverty per the Census. "State" means a State, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands.
