The Secretary of Health and Human Services can give credit lines that do not have to be returned to community development corporations. These credits help start, run, or grow revolving loan funds. The money is for projects that create businesses and jobs for low-income, unemployed, or underemployed people and that improve life in cities and rural areas. To get money, groups must win a competitive application process. They must be a community development corporation, send a plan showing the area’s needs, the kinds of businesses to help, and expected benefits, show past experience with low-income housing or community or business projects, and have local funding promises at least equal to the amount requested. The Secretary can allow local promises to be as low as 25 percent of the requested amount in some cases.
