Authorizes up to $10,000,000 for the Secretary of Transportation to give grants and loans to States and local public agencies to make public transit safer. Money can pay for things like better lighting, more cameras, emergency phones, or other security projects at bus stops, subway stations, parking lots, or garages. At least 75 percent of the money must go to lighting and camera projects. Projects can be funded even if a different local agency handles law enforcement. The federal share for projects that are not already required by law is 90 percent of the net cost. Grants must include a report to the Secretary and the Department of Justice’s Office of Victims of Crime showing crime levels before the work and for one year after, with statistics by type of crime, sex, race, ethnicity, language, and the victim’s relationship to the offender. Funds may also be used to study ways to reduce violent crimes against women by changing transit design or operations. All grants follow the same terms and conditions as other federal transit grants.
