The Attorney General, working with the Secretary of Health and Human Services and the Secretary of Education, must give grants to make youth safer. The money helps children and teens who are victims of or exposed to domestic violence, dating violence, sexual assault, stalking, or sex trafficking. Grants pay for four main kinds of work: services that help youth heal and get stable (like counseling, legal help, mentoring, housing supports, and culturally specific programs including work on female genital mutilation or cutting); training and supports in middle schools, high schools, and colleges (like staff training, confidential help for students, prevention policies, and education); programs to reduce children’s exposure to violence at home and support non-abusing parents; and prevention work that teaches healthy relationships and changes community attitudes. Eligible applicants include victim service groups, tribal and community organizations with experience helping youth (including runaway or homeless youth), schools and colleges, or partnerships of these groups. School-focused grants require a partner that serves youth. Applicants must set up referral systems, protect victims’ privacy, and make sure staff get proper training. Rules and definitions in section 12291 apply. Congress authorized $30,000,000 for each fiscal year 2023 through 2027 to run this program. At least 50% of each year’s money must be used for the first type of services above, and at least 10% must go to grants under section 10452 (those funds follow different rules). The Attorney General will give priority to applications that coordinate with local prevention programs.
