Stops public housing agencies and owners or managers of housing that is part of a covered housing program from punishing or treating anyone unfairly for speaking up about illegal practices or for helping with a complaint or case. They also cannot threaten, scare, interfere with, or retaliate against anyone for using or helping others use the rights in these rules — for example, they may not threaten someone who helps a tenant or punish someone who took part in an investigation. The Secretary of Housing and Urban Development and the Attorney General must enforce these protections and provide the same rights and remedies as under title VIII of the Civil Rights Act of 1968 (42 U.S.C. 3601 et seq.).
