Provides money and support so victims of sexual assault and their families can get help. The Attorney General gives grants to states, territories, tribes, and qualified nonprofit programs to create, run, and grow rape crisis centers and other services. Funds pay for things like 24-hour hotlines, going with victims to hospitals, police, and court, short-term counseling and support groups, help with safety and immediate needs, community outreach for underserved groups, and printed or online materials. Grants also fund culturally specific programs, tribal programs, and state, territorial, and tribal sexual assault coalitions that coordinate services, train officials, run public education, and plan how funds are shared. Grantees must apply and show they involve state coalitions and underserved communities, share funds fairly across urban and rural areas, and name the agency that will manage the money. No more than 5 percent of a state or tribe’s grant may be used for administration. Culturally specific grants are competitive, must last at least 2 fiscal years, and the Attorney General will give technical help through national experts. Each state gets at least 1.50 percent of the yearly pot, while the U.S. Virgin Islands, American Samoa, Guam, and Northern Mariana Islands each get 0.5 percent; the rest is split by population. Congress authorized $100,000,000 for each year 2023 through 2027. Of each year’s total, no more than 2.5 percent may be used for federal administration, no more than 8 percent for technical help (with at least 20 percent of that for culturally specific programs), at least 65 percent for state and territorial grants, and at least 10 percent each for coalitions, tribal grants, and culturally specific programs.
