States that want funding must apply to the Director when and how the Director asks and give the information requested. The application must describe the scholarship program and the student employment program the State seeks help for. The State must promise its lead agency will work with local law enforcement contacts, police labor and management groups, and other agencies to make and carry out agreements. The application must also promise to advertise the programs and use them to recruit, explain how the State will pick law enforcement personnel and students for the programs, confirm scholarship payments will be made to colleges for recipients, list student job duties, pay, and training, identify model courses and programs for law enforcement education, and promise to promote school–law enforcement partnerships to boost college recruitment.
