Creates a separate Treasury account called the “Violent Crime Reduction Trust Fund” and requires transfers into it from savings tied to section 5 of the Federal Workforce Restructuring Act of 1994. On the first day of the listed fiscal years (or as soon as possible for fiscal year 1995) the general fund must transfer: for fiscal year 1995, $2,423,000,000; for fiscal year 1996, $4,287,000,000; for fiscal year 1997, $5,000,000,000; for fiscal year 1998, $5,500,000,000; for fiscal year 1999, $6,500,000,000; and for fiscal year 2000, $6,500,000,000. Money in the Fund can only be spent for purposes allowed in this Act or for earlier Acts that explicitly let the Fund pay those expenses. Spending and outlays from the Fund must not be counted under the budget enforcement rules of the Balanced Budget and Emergency Deficit Control Act of 1985 except for section 251A as added by subsection (g), or for section 665d(b) of title 2. New budget authority and outlays from paragraph (1) included in budget resolutions also must not be counted for sections 665(b), 665e(b), and 665e(c) of title 2, or for section 24 of House Concurrent Resolution 218 (One Hundred Third Congress).
