The Attorney General can create a law enforcement task force in Hawaii to help prosecute people who bring, sell, or move nonnative plants and animals into the islands. The team should include federal and state law enforcement and resource agencies (for example, the U.S. Attorney’s Office, Customs, APHIS, Fish and Wildlife, National Park and Forest Services, DoD customs, the Postal Service, the Hawaii Attorney General’s office, and Hawaii agriculture and land agencies) and any others the Attorney General thinks are needed. The Attorney General should try to pick members who have relevant enforcement experience. The task force must help with prosecutions, suggest ways to make federal and state laws and enforcement stronger, report its progress and whether current laws are enough to the Attorney General, the Secretaries of Agriculture and the Interior, and to the relevant Congressional committees, and consult with Hawaii farmers and conservation groups about prevention methods.
