The Director may make whatever rules and procedures are needed to run the programs under this part. Anyone who gets money under this subchapter must keep the records the Director requires, showing how much was received, how it was spent, the total cost of the project, and other funding sources, and must let the Director audit or examine any books or records related to the funds. Research or statistical information that identifies a private person may only be used for the original purpose; federal employees and grant recipients must not reveal or use it for other purposes, and such information and copies are protected from legal process and use in court or hearings without the giver’s consent. No one may be excluded or treated unfairly in programs funded here because of race, color, religion, national origin, handicap, or sex. Any entity getting administrative funds must promise those funds will not replace State or local money but will add to it. If, after notice and a hearing, the Director finds a State has not followed the subchapter, its rules, or its application, the Director may end payments, suspend payments until the problem is fixed, or take other actions. The Director must report to the President and Congress on the revenue sources listed in section 20101 and on how well the funded activities work on December 31, 1990, and on June 30 every two years after that, and may include suggestions for new laws.
