Creates a new grant program to expand culturally specific services for people who are victims of domestic violence, dating violence, sexual assault, and stalking. To fund it, the Attorney General must take 15 percent from one existing grant program and 5 percent from each of four other existing programs and combine those amounts. The Director of the Office on Violence Against Women will run the new grant program, and the rules of those original programs do not apply to it. Congress also authorized $25,000,000 for each fiscal year 2023 through 2027 for this program. At least 40 percent of the total grant money must go to projects that address sexual assault by non-intimate partners. If not enough good applications arrive for that work, the Director may spend some of that money on extra technical help instead. The program’s goal is to keep and copy successful culturally specific services and to create new ways to reach victims who face barriers to usual services. Grants go to community-based programs and support work such as partnering with governments and social services, building local capacity, training law enforcement and courts, leading or improving traditional victim services, doing prevention and education, running child programs, meeting safety, economic, housing, and workplace needs (including emergency help), and studying how culture affects harm and healing. The Director must give technical help through trusted organizations, including at least one expert in domestic violence and one expert in non-intimate partner sexual assault. Eligible applicants are community programs whose main mission is culturally specific services or programs that partner with them. The Director must publish a report every two years on how funds were used and the progress made, and must hire an expert group to evaluate the program. Culturally specific programs can still apply for other grants, and certain definitions and grant rules from another law section apply here.
