Title 34 › Subtitle II — Protection of Children and Other Persons › CHAPTER 201 — VICTIM RIGHTS, COMPENSATION, AND ASSISTANCE › SUBCHAPTER II — VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING › § 20131
The Director of the Office on Violence Against Women must, when appropriate, run a national "Choose Respect" media campaign. The campaign's goals are to stop and discourage violence against women (including domestic, dating, sexual assault, and stalking), to encourage victims to get help (including legal help) using methods shown to work, and to tell the public about services for victims. Money for the campaign can only pay for things like buying media time and space, creative and talent fees, ad production across TV, radio, internet and social media, testing and evaluating ads, contracts and partnerships with community and government groups, outreach with entertainment and sports, and operations. The Director must use donated creative work when possible and test all ads before use, unless an ad uses no more than 10 percent of the ad time or space bought in a fiscal year and is for urgent or limited use. The Director may consult federal, state, local, tribal groups, nonprofits, and communications experts. The Attorney General must pick an independent group to evaluate the campaign by April 20 each year and check if it changes attitudes or behavior. The Director approves the campaign strategy, all ads, and the ad-buy plan, and must make sure information is accurate and based on proven methods. Funds cannot replace local antiviolence efforts or free public service time, be used for partisan politics, feature certain elected or federal officials, or run ads whose main purpose is to promote the campaign itself or ask for private donations. Audits required under section 4706 of title 41 and chapter 43 of title 41 must be done. The Director must send Congress an annual report with strategy, spending details, contracts, audits, evidence used, and evaluation results. Up to $5,000,000 is authorized for each fiscal year 2023 through 2027, to remain available until spent.
