The Attorney General must create and keep a National Strategy to fight human trafficking. The plan must make federal, state, local, and tribal partners work together to find victims and investigate and prosecute trafficking. Each U.S. attorney must make a district plan with local and tribal partners, join any local task forces, and do other coordination the Attorney General requires. The strategy must improve how cases are handled inside the Department of Justice by linking U.S. attorneys, the Human Trafficking Prosecution Unit, the Child Exploitation and Obscenity Section, and the FBI. It must set yearly budget priorities and support for those units and other federal programs, watch for future trends and new tools, encourage private-sector cooperation, and include a national plan to prevent trafficking and reduce demand. The Attorney General must name at least one assistant U.S. attorney in each federal judicial district to be the Human Trafficking Coordinator. That person will work with a victim-witness specialist and must carry out the national plan for labor and sex trafficking, help prosecute cases, run outreach and awareness, make sure the data required under clause (viii) of section 7103(d)(7)(Q) of title 22 (added by section 17 of the Abolish Human Trafficking Act of 2017) is sought, coordinate with other agencies and service providers, and seek victim restitution as required under sections 1593 and 2429 of title 18 (added by section 3 of the Abolish Human Trafficking Act of 2017). Within 60 days after December 21, 2018, the Attorney General must also name a DOJ official to coordinate all departmental human trafficking work and to produce training guides with input from survivors and anti‑trafficking groups for the many professionals who may encounter victims.
