An official must, shortly before a sex offender is released, or if not in custody, immediately after sentencing for the offense, do three things: explain the registration duties, have the offender sign a form saying they understand, and make sure the offender is registered. The Attorney General must create rules for notifying offenders who cannot be registered this way.
