Creates the Megan Nicole Kanka and Alexandra Nicole Zapp Community Notification Program and requires that when a sex offender registers or updates their registration, a local official must immediately share the registry information (except what the Attorney General keeps private) with certain people and agencies. That includes the Attorney General, law enforcement, schools and public housing where the person lives, works, or studies, jurisdictions involved in moves, background‑check agencies, child‑welfare social services, volunteer groups that may deal with minors or vulnerable people, and anyone who asks under local rules. Volunteer groups and people who ask to get these notices may choose to receive them at least once every five business days.
