The Attorney General can give "Jessica Lunsford and Sarah Lunde Grants" to States, local, and Indian tribal governments to help pay for programs that put electronic monitoring devices on sex offenders and to hire the law enforcement staff needed to run those programs. Each grant can last no more than 3 years. The monitoring devices must have a GPS-based processor and allow continuous 24-hour tracking. Governments must apply and explain what they will do and provide any assurances the Attorney General asks for. The Attorney General must fund different kinds of monitoring so their effectiveness can be compared. Congress authorized $5,000,000 for each of fiscal years 2007, 2008, and 2009 for these grants. By September 1, 2010, the Attorney General must report to Congress on how well the program worked, compare the cost effectiveness of electronic monitoring to other options for reducing sex offenses, and recommend whether and how much funding should continue.
